The Renters’ Rights Bill report stage is now scheduled for 1 July 2025

We have been closely monitoring the Renters’ Rights Bill as it makes its way through the legislative process. The bill will go to the first of three report stage debates in the House of Lords on 1 July 2025, with further debates listed for 7 and 15 July 2025. 

The Lords’ report stage is where all members of the House of Lords are given a further opportunity to scrutinize and make changes to the bill. The purpose is to ensure that there are no loopholes and that the law is workable in practice. This is a process that may be spread over several days. After this, the amended bill moves to the third and final reading, which gives the Lords the opportunity to propose further amendments before it returns to the Commons for a final time.

In light of this, it is looking increasingly unlikely that the bill will receive Royal Assent ahead of the summer recess due to take place between 22 July 2025 and 1 September 2025. Current thinking is that the bill is more likely to become law in the early autumn of 2025, with implementation likely to be in late 2025 or early 2026. 

While the uncertainty surrounding the bill’s specific terms continues, this is good news for landlord clients who are looking to gain possession of their rented properties by way of a notice under section 21 of the Housing Act 1988, as they now have more time to secure vacant possession before the bill becomes law.
